我国东部、中西部FDI激励的协调与对策研究① 叶民强 林峰

[摘要] 在我国各区域FDI引进的历程上，一方面优惠的激励政策在一定程度推动各区域FDI的成长，另方面各区域激励政策的过度竞争也造成区域引资成本的提高及我国财政损失严重。因此，如何更好协调区域间FDI激励竞争，化解其冲突已成为我国新一轮引资政策调整必须关注的重要问题。本文运用博弈论来探讨这一问题，通过博弈分析激励政策的区域差异及其竞争引发的囚徒困境，进而提出协调我国东部、中西部FDI激励竞争的对策建议。

The Study On the Coordination and Countermeasures of
Eastern, Inside and Western Regions’ FDI Drive in China
Abstract: In the process of FDI introduction of all regions in China, on the one hand, special drive policies pushed the growth of FDI of each region on the certain degree, on the other hand, it also result in the increase of regional FDI introduction cost and the serious loss of our country public finances because of excessive competition of regional drive policies. Therefore, how to coordinate regional FDI excessive competition and dissolve regional conflict, that have become an important problem which our country must pay attention to in policy adjustment of FDI introduction. This paper makes use of game theory to study the problem, analysises the difference of regional drive policies and the prisoners dilemma for regional competition, then puts forward treatments and suggestions in order to moderate our country eastern, inside and western regions drive competition of FDI introduction.
