摘要

本文比较了国外五种典型的农业保险组织模式的特点，分析了我国农业保险模式发展的状况，认为不同农业保险模式的存在是环境诱致的结果，这种环境最根本的是国家的经济发展水平，我国互助式农业保险模式在重要农作物保险方面普遍存在的原因即在于此。从国家财政补贴的角度看，互助式保险是一种对农民福利低级而资金效率高的保险形式，目前应着力于优化互助式保险模式发展的环境（以北京为例）有利于这种模式发挥优势。

 Study on the Choice of Dominant Operating Model in Policy-based agricultural insurance

  This article compares five typical agricultural insurance models in other countries, analyzes the developing situation of agricultural insurance models in China, points out that suitable insurance models result from the surrounding conditions, mainly as national economy level, that is why mutual aid agricultural insurance model widely exists in China. This kind of model shows low economic welfare for farmers but high capital efficiency in insurance effort. To optimize the developing conditions of mutual aid agricultural insurance model works to show its advantages.
