高校毕业生就业率考核制度的经济学分析
摘要:本文对近年来为政府所忧虑和被媒体不断“放大”的高校毕业生就业难问题以及在此背景下形成的高校毕业生就业率考核制度进行了反思,运用经济学分析方法,着重分析了我国推行高校毕业生就业率考核制度的收益与代价,认为高校就业率考核制度的收益很低而成本很高,其负面政策效应已经对我国高等教育的健康发展构成了威胁,制度的调整或变革已成为客观要求;本文还通过分析比较我国与其他国家在调查和处理大学毕业生就业与失业问题时在调查方法和制度安排上的差异,进一步揭示了我国高校毕业生就业率考核制度存在的缺陷。在此基础上,本文提出了一些调节我国高等教育供求矛盾的新的思路和政策建议。

Abstract: This essay introspect the problem that graduate job-hunt difficultly which has caught great attention both by media and government. It also has an eye on the assessment system of graduate employment status which derives from the problem above. It specially analyzes the coast and income of carrying out the assessment system of graduate employment status in China by economic method. The argument is that this institution can benefit only a little but cost a lot .What’s worse, the side-effect of policy has threatened the healthy development of our higher education, therefore, it’s necessary to reform it. Moreover, the essay exposes the defect of the institution by comparing the differences of investigation method and institution arrangement between China and other countries on dealing with the issue of employment and unemployment. However, new ideas and policy advises which based on the assessment to adjust the contravention of supply and demand in higher education are offered.
