加强中央政府投资调控能力和提高投资效率研究[1]
——关于中央政府和地方政府之间投资行为的博弈分析

摘 要：本文通过建立模型进行博弈分析，解释了二十世纪八十年代到九十年代，中国中央政府与地方政府在基础设施投资博弈中产生的一种特殊现象，分析了中央政府如何通过最优基础设施投资补贴率来加强投资调控能力和提高投资效率；特别指出了在中央政府支配资金相对不足的情况下，实现基础设施投资最优的方法与途径，并给出相关投资政策措施的理论解释和政策建议。

How to Improve the Ability of the Central Government to Control Investment and Increase Investment Efficiency
——Game theory analysis about the investment behavior among central and local governments
Abstract：By creating a model of static game, this paper explains a particular phenomenon which happened among the central government and local governments in thefoundation investment game in 1980s-1990s, and studies the central government how to improvethe ability of controlling investment and increase investment efficiency by the optimal subsidizing rate of foundation investment. The paper also points out how to realize the satisfactory foundation investment when the finance of the central government is limited, and gives some advices.
